  • If entries exceed 300 the cross country for classes 7and 8 will be on the Saturday and may require some showjumping for these classes on Sunday.
  • If entries in the CICW exceed 50 there may need to be dressage for this class scheduled on Friday and the numbers for the Preliminary Classes may be limited.
  • The draft timetable will be provided on release of the draw with confirmation of final timetable 36 hours prior to event. As some riders have not been picking up their rider pack (therefore not aware of final changes to the draw) rider numbers WILL NOT BE INCLUDED on the draft timetable. The name and time of rider will be on the draw with full details of rider, number and time in the rider pack available on registration. Updates to the draw that has been included in the rider pack will be on display in the secretaries office. Riders should confirm the draw in their pack with the "master" draw in the secretaries office.

General Conditions and Regulations

  • Conducted under FEI (CIC and CICW) and EFA (ODE) rules with the organisers reserving the right to cancel the event or any class, divide or combine classes, refuse entries or alter the advertised program. It is the responsibility of each competitor to know these rules. Some extracts are noted in this schedule but the full rules are available via www.efanational.com.
  • We look forward to having you in Warwick. As for most competitions there are a few basic local rules to be observed…
  • Late entries will incur a $10 fee and the club reserves the right not to accept them.
  • All phases in all classes to be held at Morgan Park, Warwick.
  • Entries ONLY on attached form.
  • Under EFA rules riders in the Ungraded classes must be at least EFA associate members.
  • Refunds by veterinary and/or medical certificate only.
  • Stables $20 or Yards $10 per horse. These will be allocated on a "first in, best dressed" basis. There will be a clear allocation of yards and stables and adherance to stable/yard allocation is expected. There is to be no changing of stalls WITHOUT authorisation from the stable steward.
  • All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.
  • NO ELECTRIC FENCES
  • No dogs.
  • With each horse nominated there will be a gate pass for the rider, groom, owner and/or parents. Please be aware that there will be a ground entry fee of $10 per adult or $5 per child and if the passes are not displayed then an entry fee will be charged.
  • Campsites available at $25 per site. Camping disks will be issued with each camp site paid for. Disks must be clearly displayed on your camp for the steward to observe. People not displaying a camping disk will be asked to pay the set fee plus a 50% penalty. Failure to comply will result in permission to camp being withdrawn and possible disqualification.

An arbitration procedure is provided for in the FEI "Statutes" and "General Regulations" referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.

  4. The cross-country course is approximately 5000m is distance and winds through bush land surrounding the Morgan Park facility. The course is irrigated and fertilized which ensures the going will be excellent. The course will be 35 / 40 obstacles at a speed of 570 mpm.
  5. The show jumping course is a World Cup Standard course presented in an 80m x 60m Grass Arena. Spectator grandstands allow for excellent viewing. The show jumping will be approximately 500m with 12 obstacles comprising 15 efforts at a speed of 375mpm. There is also an 80m x 60m Grass Arena for warm up and practice jumps.

  1. QUALIFICATION OF COMPETITORS & HORSES (Art. 506) 1 Jan 2003

All Riders participating in any International Eventing competition must be registered with the FEI. See Appendix 2.

IT IS NOW A WORLD WIDE RULE THAT WITHOUT THIS REGISTRATION YOU WILL NOT BE ABLE TO COMPETE

Each NF must certify the qualification of each horse and rider and list the competitions which enabled horse and rider to qualify, according to the qualification procedure established for each star level as laid out in Art. 506.

1. Principles

    1. A type/level of qualification gives the possibility to compete at the different types/levels of competitions.
    2. A type/level of qualification can apply to horses, riders, or combinations of horse and rider. Such qualifications for horses and riders may be achieved separately except for Championships when at least one must be achieved as a combination
    3. Type of qualification refers to the format of the competition: CCI or CIC.
    4. Level of qualification refers to the level and category of the competition: One Star (*), Two Star (**), Three Star (***), Four Star (****), and CCI, CCIO, CH
    5. Deadlines for qualification:
    6. CICs: 2 weeks prior to the first Dressage day of the event unless an earlier date is specified in the Schedule.

    7. A specific type/level of qualification is reached by achieving a set number of qualifying results in listed competitions. The maximum period of time for obtaining those qualifying results is the current and 2 preceding calendar years.
    8. Qualification for a specific type/level of competition can be maintained by achieving one qualifying result at that same type/level of competition (except for 4 star where the result can also be achieved at 3 star level). Qualification for CCI type of competition can also be maintained by achieving two results at CIC/CNC type of competitions. This qualifying result(s) will keep alive that qualification for 2 calendar years following the year in which they where achieved without need of any further qualification.
    9. A specific type/level of qualification will automatically "drop down" a star level if conditions under point 6 are not met during the current and 2 preceding calendar years prior to the event and condition under point 7 has not been met or has expired (more than 2 calendar years have passed following the year in which the last qualifying result at that type/level has been achieved). The new level of qualification will last two more calendar years and eventually "drop down" again if during that period conditions under point 6 or 7 relevant to that type/level are not met and so on.
    10. Championships require one or more qualifying results, achieved as a combination, in an International competition of the same type and star level (except for 4 star Championships where those results can also be achieved at 3 star level).
    11. A qualifying result is achieved by completing a competition within minimum parameters of all round performance. As of 2002: not more than 75 penalty points in the dressage test (and not less than 50% of Dressage good marks before 2002), not more than 20 penalties at obstacles on the Cross Country Test, not more than 90 seconds exceeding the optimum Cross Country time, not more than 16 penalties at obstacles from 2002 (and not more than 20 before 2002) on Show Jumping Test. A qualifying result can also be achieved by finishing within the top 25% of the starters.
    12. NFs are responsible for certifying that the horses and riders entered in international competitions comply with the relevant type/level of qualification.
    13. All national competitions used for qualification procedure must be certified by their NF to be of at least equivalent standard of difficulty of the relevant international star level of competition.
    14. Any horse or rider qualified to compete at one level is automatically also qualified to compete at a lower level.
    15. When a qualifying result at a certain level is required (e.g. CCI*), a qualifying result at a higher level (e.g. CCI**) is also valid.
    16. Exemption from Qualifying Standards
    17. Championships - no exemptions will be permitted.

      CCIO/CCI/CIC - under exceptional circumstances, the FEI may, with the agreement of the Organising Committee of a CCIO/CCI/CIC and the NF of the host country, waive the qualifying standard for a horse and rider, but only at the specific written request of the rider's NF. Such a request must be accompanied by the reasons for the request and a detailed summary of both the horse and rider's performance record, including all the horse's competitions at national and international One Day Events and Three Day Events during the current and previous year. Such exemptions will be considered only for specific selection purposes for Championships/Games.

    18. The Technical Delegate or his nominee shall check that all horses and riders starting at a CCIO/CCI/CIC are properly certified as qualified by their NF or duly exempted in accordance with this article. For Senior Continental and World Championships, NFs must send to the FEI a Certificate of Capability including a record of results, proving that their competitor and horse are qualified according to the requirements by the date of the nominated entries.
    19. With the approval of their own NF and the FEI, OCs of CCIs and CICs may impose additional qualifications for horses and/or riders, which must be published in the schedule for the event.

General Qualifications for all grades

  • Owners and riders must be current members of their National Federation
  • Horses must be a minimum of 14.2 1/4 hh & currently registered with their National Federation
  • A qualification is reached by achieving a set number of qualifying results in listed competitions. The maximum period of time for obtaining those qualifying results is the current and 2 preceding calendar years.
  • Under FEI and EFA rules a rider who is found to have incorrectly stated a horse qualification on an entry form is subject to a fine of $100.
  1. Advertising and Publicity on Competitors and Horses.
  • Competitors must ensure they comply with Article 136 regarding logos of sponsors.

  1. Rider Coordinator
  2. The Organising Committee will appoint a Rider Coordinator (3-star or 4-star experience) once the entry process has been finalised. The objective is to establish the Rider Coordinator as the focus when riders express serious concerns. The idea is for the Coordinator to meet with the Ground Jury and/or Technical Delegate to discuss any rider concerns over fences, ground conditions, roping and course distance etc.

  3. Veterinary Aspects. (CIC ***, ** and *)
  • All horses must have a valid FEI passport or, if not required (see Bulletin 01/2001), a National Identification document (including a diagram of the horse) with vaccination certificate as required for inspection at the event.
  • Veterinary Examination/Horse Inspection – a combined inspection and examination with passport control will be carried out throughout the day. This combined inspection / examination must be completed before any jumping effort has taken place. The rider is responsible to present their horse to the Veterinary Delegate to arrange the examination.
  1. Miscellaneous.
  • Objections - General Regulations, Article 168. All complaints to be valid must be in writing and accompanied by a deposit of CHF 150- or equivalent. Objections must be made in writing, signed by the authorised person making the objection, and presented personally to the President of the Ground Jury, together with any supporting evidence and witnesses and a deposit of Swiss Francs 150 or equivalent ($150).

· Medical Cards – All competitors must carry on themselves (fixed to their arm) a readily accessible Medical Card for the Cross Country Test. Competitors in CIC classes must provide a photocopy of their Medical Card to the secretary prior to the Dressage Phase, for the use of the Medical Officer.

Code of Conduct

· In all equestrian sports the horse must be considered paramount.

· The well being of the horse shall be above the demands of breeders, trainers, riders, owners, dealers, organisers, sponsors or officials.

· All handling and veterinary treatment must ensure the health and welfare of the horse.

· The highest standards of nutrition, health, sanitation and safety shall be encouraged and maintained at all times.

· Adequate provision must be made for ventilation, feeding, watering and maintaining a healthy environment during transportation.

· Emphasis should be placed on increasing education in training and equestrian practices and on promoting scientific studies in equine health.

· In the interests of the horse, the fitness and the competence of the rider shall be regarded as essential.

· All riding and training methods must take account of the horse as a living entity and must not include any technique considered by the FEI to be abusive.

· National Federations should establish adequate controls in order that all persons and bodies under their jurisdiction respect the welfare of the horse.

· The national and international Rules and Regulations in equestrian sport regarding the health and welfare of the horse must be adhered to not only during national and international event, but also in training. Competition Rules and Regulations shall be continually reviewed to ensure such welfare.

Prizes/Prizemoney

Where possible prizemoney will be awarded. However, the committee reserves the right to provide goods to the value of the prizemoney offered.

The EFA is offering a fully funded trip to France for the final of the World Cup for the rider with the highest points gained in the CICW *** qualifiers in Australia. Warwick is one of only two CICW *** in Australia.

Appendix One - FEI WORLD CUP REGULATIONS

General:

The CIC’s at all levels are part of a regular series of competitions as decided by the FEI Standing Committee. They are part of the new qualification system and are aimed at developing the sport of Eventing throughout the World.

The CIC’s World Cup is a concept on its own with its own regulations. It is organized as a Three Star level competition with Three Star Qualifiers and a Three Star Final.

There will be an annual classification of Nations based on their results in International Competitions. Each group of Nations, according to their ranking, will be allocated a number of riders to be invited to the final.

For the year 2003, the ranking is as follows:

Australia, Great Britain, United States, New Zealand

Germany, France, Ireland, Sweden

4 riders from each Nation

Belgium, Brazil, Spain, Italy

3 riders from each Nation

Group 4

Finland, Japan, Switzerland, Argentina, Holland, India, Bermuda, Netherlands Antilles and Canada

2 riders from each Nation

Approx 45 riders for the World Cup Final

There will be five wild cards. These wild cards can be used at the discretion of the World Cup Committee. If these wild cards were used, the maximum amount of riders in the World Cup would be 50. A wild card can be used in addition to the quota of nations listed in the different groups mentioned above or given to a rider whose nation is not on the list.

CIC WORLD CUP CYCLE

The cycle of the 2002 – 2003 CIC World Cup qualifiers will be held from 31 July 2002 to 1 August 2003. The 1st CIC World Cup Final will take place in October 2003.

REGULATIONS FOR THE WORLD CUP CIC THREE STAR

Rules for Eventing 2003 will apply unless otherwise stated.

1. Participation of Competitors and Horses.

The World Cup is an annual, individual CIC competition at the Three Star level, open to seniors only. A rider can compete from the beginning of the calendar year in which he reaches the age of eighteen.

2. Horses.

Horses may compete in the World Cup qualifiers and the World Cup Final from the beginning of the calendar year in which they reach the age of seven.

3. Number of Horses per Competitor.

In the final of the World Cup, a competitor may only ride one horse. In the World Cup qualifying competitions, there is no limitation to the number of horses a competitor may ride with the following exceptions.

A The Organizing Committee may impose a limitation at its absolute discretion, whether from the timetable or any other reason.

B. Priority should be given to rider-horse combination that has not had a chance to compete in a World Cup Qualifier.

C. Where any event has more entries than it can accommodate, no competitor may ride more than two horses (or one horse if decided by the Organising Committee).

D. A qualifier for the World Cup cannot be divided in several sections; all competitors should be in the same division.

4. Qualification of Competitors and Horses

Three Star CIC qualifiers are open only to competitors and horses that, not necessarily as a combination, have qualified under the Rules for Eventing Article 507 starting January 1st, 2002 (see qualification for CIC 3-Star). As of 1st January 2003, - Art 506 of the 2003 Rules for Eventing will apply.

5. CIC World Cup Final.

To qualify for the World Cup Final, and in addition to CIC 3-Star qualifying results, the rider-horse, as a combination, must have completed a World Cup Qualifier with a maximum of 20 points penalties on the Cross-Country test.

A rider may ride several horses in World Cup qualifiers, but is only allowed to compete in three (3) qualifiers with the same horse. Only his best score with each horse will count towards the World Cup Ranking.

6. World Cup Individual Ranking.

The World Cup ranking will be worldwide and will be based on a horse-rider combination according to the point system written below.

In case of equal points, the best Cross-Country score will prevail. The points are not cumulative.

7. Qualifying Competitions.

Every active Eventing country will be allowed to organize one Three Star Qualifier. Countries geographically large (United States, Australia) may be granted permission to organize more than one qualifier. The World Cup committee will grant authorization for these qualifiers.

It is possible that less developed regions of the world may want to organize qualifiers among several Counties.

It is envisioned that in the very near future a league structure will be created, and published as soon as it is ready to be implemented.

8. Officials.

The Ground Jury for the qualifiers will be composed on 2 Judges. The President must be an FEI International Judge, and preferably from another nationality than the hosting Country. The second Judge at E or B can be a National Judge.

For the World Cup final there will be three Judges. The President at C will be an official FEI Judge, one of the Judges at E or B should be an International Judge, the other one could be an FEI candidate.

The Technical Delegate must be an FEI International TD for both qualifiers and the World Cup final, and preferably not of the same nationality as the nation hosting the competition. (Warwick Horse Trials has applied for, and been granted, exemption on this ruling and Mr. Des Hughes has been approved as Technical Delegate.)

All officials will be approved by the FEI.

9. Dressage.

For the qualifiers, the CIC short test 2002 Three Star Dressage test should be used. For the World Cup final, there will be the option of using the CIC 2002 Three Star Dressage test or one of the Three Star CCI 2002 Dressage tests.

Note: in the future a free-style Dressage test may be considered.

10. Cross-Country.

This test will be run according to the Rules for Eventing for One-Day Event Three Star Cross-Country. It is recommended that the distance should be the higher end of the permitted length for the Cross-Country.

11. Show Jumping.

This test will be run according to the updated rules for One-Day Three Star Show Jumping Events. There is an exception concerning the height of the obstacles. The obstacles can be 5cm more in height (not taking in account the 5cm tolerance by the rules), i.e. obstacles can be set at 1 meter 25, and in some circumstances could go to 1 meter 30 with the 5cm tolerance rule.

12. Veterinary Requirements.

These rules will be the same as for the 2003 Rules for CIC inspections Art 518.2. For the World Cup final, there will be a formal Horse Inspection before Dressage and before the Show Jumping as in a standard Three-day Event.

13. Order of the Tests

For the qualifiers, it is recommended that the order of the different tests be run in the traditional order (Dressage, cross-Country and Show Jumping) This order will be compulsory for the World Final.

APPENDIX 2

FEI Registration of Eventing Riders and Horses 20 February 2003

INTRODUCTION
Within the framework of the Eventing Safety programme, the FEI has developed an Eventing database to enable all parties involved to closely monitor the sport and provide fast and reliable information on the qualification of competitors. Clear identification of the competitors and their horses is required for the accuracy and consistency of the database.
Therefore, a mandatory registration of all riders and horses competing in FEI Eventing competitions has been introduced in the 2003 FEI Rules for Eventing, Articles 511.1 and 511.2 . Lists of currently registered horses and riders can be viewed on the
FEI Web Site .

WHO IS CONCERNED
As of 1 January 2003, all horses and riders need to be registered with the FEI before competing at any level of International Eventing Competitions regardless of whether they already hold an FEI passport and/or have already competed at international level. Horses and riders not registered will not be allowed to enter an FEI Eventing competition.

VALIDITY OF THE REGISTRATION
The FEI Eventing registration is valid for one calendar year (from 1 January to 31 December). The registration can be made at any time of the year. There is a charge of $20 per rider and $20 per horse, collected by the EFA to pay for FEI registration charges and costs.

HOW DOES THIS AFFECT YOU AS A RIDER OR OWNER?
EFA National Office has now asked organisers of CIs to include in their entry schedules a
form which riders who are not as yet registered, and owners of horses which are not as yet registered, must complete the registration form and send it with their fee payment to the EFA National Office at least two weeks before the start of the event. Although we will have registered riders and horses based on entry lists supplied by the organisers, the payment still needs to be made by riders and owners. Your cooperation is essential and is appreciated.
