Thank you for your entry in the 2001
MELBOURNE INTERNATIONAL THREE DAY EVENT.
I ask for your cooperation with all the administrative arrangements
that have been put in place to ensure the smooth,
efficient and effective running of the 2002 Melbourne International Three Day Event.
Listed below are some of the arrangements.
Please take time to read this information as it covers a wide range of issues affecting
competitors.
1.
ACCEPTANCE OF ENTRIES
Your entry/entries have been accepted but are
subject to confirmation/validation from your branch office of your qualification to
compete at your designated level.
Some rider entries included obtaining additional
qualifications not achieved at time of entry or subject to qualification exemptions
being granted from your EFA Branch Office and/or the FEI.
If your entry is one of these, please ensure
that you have notified the Secretary in writing immediately

3. ARRIVAL PROCEDURE
® Arrivals prior to Monday 3rd June must liaise with Allan Bruno Tel:

® Competitors are required to report to the Secretarys Office to register
their arrival at which time you will be
given your admission tickets, horse identification numbers, pre-purchased Welcome Party
Tickets and
Site/Accommodation Identification tags.
® Check Official Notice Board for stable/yard allocation
® Powered/Unpowered camping sites have not been individually allocated this year.
Based on camping facilities
booked with the entry, you will be issued with an authorisation tag indicating whether
payment has been received
for a powered or unpowered site. Once you have your tag, you may select any site within
the indicated camping
areas "First in, Best Dressed."
4. ARRIVAL EXAMINATIONS
® All horses stabled at the venue must have an arrival examination.
Arrival examinations will be held on
Wednesday 5th June between 9:00 am and 5:00 pm.
® Arrival examinations will take place in the area around the Trot-up strip inside
the Ten Minute Box and all
riders are required to present their horses between the times indicated above.
® If you have "companion" horses at the venue, these must also be
presented for examination.
® Veterinary Officials will carry out Arrival Examinations
® All CCI*** and CCI** Competitors must present a FEI Passport or ID Document
with your horse at the
arrival examination. These documents will be retained by the Organising Committee
until the end of the
competition when competitors will be responsible for requesting their return.
® Competitors or connections entering horses for competition or presenting horses
for inspection at competitions
without valid National Identification Documents will be fined $100.00
® Horses for which no EFA National Identification Document has been recorded as
issued and validated will
be refused a start and the competitor fined $100.00 (unless the horse has a valid FEI
passport).
® CCI* riders DO NOT require an Identification Document or FEI
Passport but must bring the EFA Registration
Papers for the horse. However, if the horse has an EFA ID Document or FEI Passport, this
takes precedence
over EFA Registration Papers. All CCI* competitors must present their registration papers
at the arrival examination.
IMPORTANT - all EFA Identification documents issued prior to November
1998 must be returned to the National Office
for validation (recording and stamping). You will then be issued with an ID Document
Number. It is compulsory to have a
VALIDATED ID Document to compete in the CCI** and CCI*** at Melbourne Three Day Event.

5. VENUE ARRANGEMENTS & ACCESS
® Please find enclosed a map of the venue.
® All Dressage will be held in the Sand arenas on Friday 7th June and
Saturday 8th June
® All Endurance phases for all classes will be held on Sunday 9th June
® All Show jumping will be held in the Indoor Arena on Monday 10th June
6. PARKING
® Please take note of the allocation of parking areas etc.
® No vehicles are to be parked along the roadway in front of Old Stable Block, EFA
Offices or in front of
Medical Room, next to the secretarys office
® As camping bookings are on a first come basis, competitors are asked to park in
their chosen site.
7. PROHIBITED AREAS
® The Polo fields are out of bounds to all horses except on when on
Roads & Tracks, Steeplechase or Cross
Country
® Riding close to Steeplechase or Cross Country obstacles or riding in the Dressage
or Jumping arenas prior
to the actual competition is forbidden under penalty of disqualification.
8. EXERCISE AREAS & TIMES
® Horses may be exercised/schooled only in areas designated by the
Organising Committee
® Areas and times will be designated for Jumping Schooling.
® Exercising/Schooling details will be posted on the Official Notice Board &
Stable Notice Boards
9. HORSE ACCOMMODATION
® Please find enclosed the stable allocation list.
® All horses have been allocated stabling in one of the two new stable
blocks. Unlike prior years, all CCI*, CCI**
and CCI*** horses are being stabled together. Riders will be responsible for the security
of their own equipment
and horses.
® Only riders, grooms and owners are permitted in the stabling areas.
Identification tags will be issued at time of
registration and those authorised to access the stabling area are required to wear/display
their ID tags at all times.
A Stable Steward, responsible to the Chief Steward, will be monitoring stable access for
the duration of the event.
® On arrival check the Stable Notice Board for stable/yard allocation changes.
® Horses must occupy their allocated stable/yard.
® All horses MUST be accommodated on the venue and are not
permitted to leave for any reason
until after the completion of the Show jumping for the class entered unless a
"Release Form to Leave
Venue" is completed. Forms available from the Secretary.
ABSOLUTELY NO BUILDING OF ELECTRIC OR ANY OTHER YARDS ON VENUE IS
PERMITTED
10. CARAVANS/CAMPING SITES
® Caravan site allocation is on a first come basis. Those competitors employing
hire caravans are required to make their
own delivery arrangements with the Caravan hire company and to be in attendance on site at
the time of delivery.
NOTE:
® No horses are allowed in the camping area for safety reasons. Do not
walk horses over electric cords.
® There will not be any accessing of power from any sources other than
those provided for camping sites by the
Organising Committee. Please be careful where power leads are placed, they must be in a
safe place, not in the path of horses.
® Competitors are asked NOT to overload the power with too many
appliances. Otherwise you may find
you will be without power.
® Do place double adapters into allocated power points.
® Competitors who have not paid for a powered site that are found plugging in to
a spare site or another
competitors site will be asked to immediately pay the $130 fee for a powered site. It
is not fair to those competitors
that have paid for a site.
11. FODDER
® Fodder & stable/yard bedding shall be the responsibility of the
competitor.
® The following companies are prepared to handle the purchase and distribution of
fodder, straw and shavings.
It is recommended that orders be placed in advance by contacting:-
- Western Produce, 22 Lock Avenue, Werribee Phone: 03 9741 2633 OR
- Essendon Produce, Phone 03 9374 2277 - Cash on delivery or Credit
card over the phone.
® The fodder merchant is open for business from Monday to Saturday. However, it is
strongly suggested that orders
be placed prior to arrival at the venue
12. IDENTIFICATION NUMBERS
® All competitors will be issued on arrival with two bridle numbers
which must be worn by the horse at all times when
the horse leaves the stable/yard, whilst being exercised and competed.
® All competitors will be required to have their own Cross Country Back Number
Holder and Medical Armband for
Cross Country.
13. NON COMPETITIVE HORSES
® Competitors are asked not to bring non-competitive horses, unless
prior arrangements are made. If a non competitive
horse is brought it MUST go through the Arrival Examination.
14. DECLARATIONS & WITHDRAWALS
® Declarations of intent to withdraw close at 4.00 pm on Monday 3rd
June

15. REFUNDS
® Withdrawals after 14th May 2002 will not receive an entry
fee refund, but will receive a full refund of
Stabling/Camping/Medical Levy fees.
16. TIMETABLE & DRAW
® Please find enclosed a copy of the provisional timetable and the
draw.
® Dressage times will be available after the completion of the First Horse
Inspection for all classes
® Cross Country times will be available after the completion of the Dressage Phase
17. MEDICAL ARMBANDS
® Medical Armbands will be compulsory for all competitors and must be
purchased prior to arrival. Armbands will not
be on sale during Three Day Event.
® All medical Armbands are to handed in to the Secretarys office on arrival
for checking by the Medical Officer.
They can be collected on Friday 7th June.
® All competitors are required to fill in a Competitor information
form, notifying the Organising Committee of your next of kin.
See last page. This is to be handed in at time of registration to the Entry
Secretary.
18. ENTRY PASSES & SECURITY WRISTLETS
® On arrival at the venue the following passes will be issued - 1
Owners Pass, 1 Rider's Pass,
1 Grooms pass per horse and security IDs.
19. DOGS
® DOGS ARE STRICTLY PROHIBITED FROM ALL COMPETITION AREAS.
® Must be kept on a lead or tied up at all times. Loose dogs will be
impounded and a fee required for their release.
Dogs are not to be taken onto Cross Country.
® Please do not allow your dog/s to roam around the competition,
stable or camping areas.
® DOGS ARE NOT ALLOWED ON ANY OF THE PARKS VICTORIA OR ZOO PROPERTY, IF FOUND THEY
WILL BE SHOT.
20. INSURANCES
® All owners and competitors are personally responsible for any and
all damage to third parties caused by themselves,
their employees, their agents and/or their horses. You are strongly advised to take out
third party insurance providing full
coverage for participation in equestrian events at home and abroad, and to keep the policy
up to date.
21. WELCOME PARTY
® This years Welcome Function and Official Opening will be held
in the Indoor Arena commencing at 6:30 pm on
Thursday 6th June.
® Tickets: If competitors did not book tickets for the Welcome
Party with their entry, tickets will be available from the
Secretarys Office until 4.00pm Wednesday 5th June at a cost of $15 each.
Discounted tickets were only available with competitor entry.
® Bar available, sales at normal bar prices.
® Finger Food and Music
® Auction (details to follow)
22. CATERING
® Catering will be provided through Food Vans located around the
outside of the Indoor Arena.
® The Indoor Arena will have tables and chairs in place throughout the event and
everyone is invited to bring food
from the vans and trade fair into the Indoor at any time.
® The bar and disco will be open and running every night throughout the event.
23. FUNCTIONS

® Riders Forum with National Eventing Committee and Selectors in the Indoor Arena
on Friday 7th June
® Carriage Driving Competition - Stage 1 on Saturday 8th June from 12:00
pm until 2:00 pm
® Carriage Driving Competition Stage 2 on Saturday 8th June from
6:30 pm to 8:00 pm with event riders to provide ballast!
24. VEHICLES/BIKES ON THE VENUES
® All competitors are asked to wash their Trucks, Floats etc before
arriving on the venue, due to the possibility of disease
being brought onto the venue. The Cross Country Course passes through the Winery, so
please adhere to these rules,
or we risk losing the competition.
® The Event is conducted on two different properties - The National Equestrian
Centre and the Werribee Park Mansion.
® Competitors vehicles are not permitted under penalty of Elimination on
Parks Victoria (Phases A & C, and part of Phase D).
25. ACCOMMODATION
® To enable officials/security to be able to contact you during the
event, all competitors must provide contact details.
For those staying on the venue - camping site number and mobile phone number and those not
staying on the venue
must provide their name, address and offsite contact telephone number. This is in case a
problem arises with your horse
and you need to be contacted.
® Please complete the enclosed form and present to the Secretary on arrival at the
venue.
26. HORSE AND RIDER WELFARE
® Article 520 HORSE AND RIDER WELFARE - Dangerous Riding
Any rider who affects the safety of any horse, rider or third party
will be considered to have acted dangerously and will be
penalised accordingly. (see Article 536)
® Article 521 ABUSE OF HORSE "AND DANGEROUS RIDING"
Any act or series of actions that in the opinion of the Ground Jury can
be defined as abuse of a horse or dangerous riding
shall be penalised by disqualification and such other penalties in accordance with the
"General Regulations",
Art 163.6.4 or Article 523 of the present Rules as the Ground Jury may determine. Such
acts include for example:
- Rapping
- Riding an exhausted horse
- Excessive pressing of a tired horse
- Riding an obviously lame horse
- Excessive use of whip and/or spurs
- Dangerous riding
Officials must report such actions as soon as possible to the Ground
Jury through the Secretary of the Organising Committee
or Control Centre of the event as appropriate, supported where possible by a statement
from one or more witnesses.
The Ground Jury must decide if there is a case to be answered. Any individual member of
the Ground Jury who observes such
actions, has the right and the duty to disqualify the competitor forthwith on his own
authority.
27. RIDER CO-ORDINATORS AT CCIS
® It is a requirement of all International events to appoint
"Rider Co-ordinators" for the event. This important initiative has been
proposed by the Professional Event Riders Association (PERA) and approved by the FEI
Eventing Committee, and is intended
to improve communication in general between riders and officials.
® The objective is to establish the Rider Co-Ordinators as the focus when serious
concerns are expressed by riders.
The idea is for the Co-ordinator to meet with the Ground Jury and/or Technical Delegate to
discuss any rider concerns over
fences, ground conditions, roping and course distance etc. (This is particularly important
at the start of events).
® The Rider Co-ordinators are to be chosen from a list of suitably qualified riders
(where possible with 3* & 4* experience)
supplied by PERA to the FEI and be entered to ride at the event.
® In the past, channels of communication between riders and officials have not
always been clear. It has been easy to be
'wise after the event', and hopefully this initiative will improve cooperation between all
parties making it possible to be '
wise at the event', particularly for the welfare of the horses and safety of the riders.
® ???? from ???? has been appointed the Rider Co-ordinator for the CCI***, ????
from ???? for the CCI** and ???? from ????
for the CCI*. If your have any problems please speak to Neil Clinton (TD) or Yvonne
Morrisson (Assistant TD).
® There is a mandatory meeting of Rider Co-ordinators with the Ground Jury and/or
Technical Delegate on the night before
cross-country in addition to any further meetings. If the weather conditions necessitate
any worries, changes to the optimum
time and length of phases should be made in the interest of safety to horses and riders,
to maintain the fairness of the competition
ARE YOU RIDING IN YOUR FIRST THREE DAY EVENT?
If the answer is YES,
please keep reading. If the answer is NO, keep reading - you may learn something
you did not know!
HORSE EXAMINATIONS
There are two examinations.
® The arrival examination takes place on the arrival of the horse at the venue. It
is performed by a qualified veterinarian to
establish the identity of the horse, veterinary history and state of health. This
examination will take place on Wednesday
5th June when the organising committee will have qualified veterinarians on
site.
® The second examination takes place at the end of Phase D and is conducted by a
qualified veterinarian. The purpose is to
carry out any immediate treatment required by an injured or exhausted horse and the vet
will decided if the horse is fit to return
to its stable, remain for further treatment or be transported either to its stable or
veterinary hospital
COMPETITOR BRIEFING
® The competitor briefing held on Thursday 6th June is when
the key officials are introduced, course plans issued and any
house keeping regulations advised. Competitors have the opportunity to ask
questions about any issues. Following the briefing,
competitors are officially shown the phases of the Cross Country test under the direction
of the Technical Delegate/s and
Course Designer
HORSE INSPECTIONS
® There are three Horse Inspections:-
FIRST HORSE INSPECTION - held the day prior to the start of the
Dressage
SECOND HORSE INSPECTION - held at the end of Phase C - in the 10 minute
box
THIRD HORSE INSPECTION - held prior to Showjumping
® Some riders have asked about who is able to trot up their horse at the Horse
Inspections. It is not necessary for the rider
to trot up the horse, so you may organise for someone else (groom, parent, another rider)
to trot up your horse.
Dress for Horse Inspections
® The person presenting the horse for the Horse Inspection should be
well turned out
guys - collar & tie, jacket (if weather is cool), good trousers (
no jeans), shoes (no dirty runners)
girls - slacks/skirt, blouse and jacket, suitable shoes for trotting
horse (not high heels!)
Horse
® Must be clean and well turned out.
® Plaiting is not necessary but does present a good picture.
® Horse must be presented in a snaffle or double bridle with competition number
attached.
® Hooves may be oiled, but MUST NOT be painted with HOOF BLACK OR OTHER SUCH
DRESSING that may conceal
any irregularities.
® No rugs or bandages etc are permitted during Inspection.
® A whip may be carried
® Make sure you are ready in plenty of time. Horses are trotted up in Draw order.
TRAINING AND EXERCISING HORSES
® Horses must only be trained and exercised in the areas designated by
the Organising Committee.
® It is forbidden under penalty of elimination for anyone other than the competitor
who will ride the horse in the competition
to school the horse.
® A groom, while mounted, is permitted only to walk the horse or trot it from one
place to another.
® A groom may also work the horse in hand or on the lunge
® The only practice obstacles that competitors may jump are those provided by the
Organising Committee.
® Practice obstacles shall only be jumped at times laid down by the Organising
Committee under the supervision of stewards.
® Only authorised obstacles as per the inclusion are allowed in schooling and warm
up areas.
FALLS
® All horses and riders who have a heavy fall must be examined by a
veterinarian and/or doctor as appropriate, before they
either take part in another test or leave the competition site
PROTECTIVE HEADGEAR
® Upon arrival wearing a hard hat is compulsory for anyone riding a
horse on the flat. Protective headgear, secured by a
permanently fitted, non-detachable retaining harness secured to the shell at more than two
points, is compulsory for
anyone jumping an obstacle.

TACK & DRESS
® Running reins, chambons and side reins are not permitted whilst
riding, but may be used whilst lungeing
® Only one lunge line whilst lungeing
® Running martingales must only be used with a snaffle
® Tongue straps or tying down the tongue is forbidden
® All competitors in the CCI classes must wear top boots for all phases
® Spurs must be made of metal with a shank pointing only towards the rear which
must be no more than 3.5 cm long
and without rowells. The end must be blunt and if the shank curved it must point down
® Hunting Dress or uniform of a riding club for Dressage & Showjumping
® Whips not allowed in Dressage Test, however, a dressage whip may be used while
warming up. A whip (one only) not
exceeding 75 cm is allowed for Cross Country and/or Showjumping
CRUELTY
® Cruelty can be defined as intentionally causing pain or unnecessary
discomfort to a horse. Cruelty includes:-
- to whip or beat a horse excessively
- to subject a horse to any kind of electric shock device
- to use spurs, or to jab the horse in the mouth with the bit,
excessively or persistently
- to remount, or attempt to remount an obviously exhausted, lame or
injured horse
- to "rap" a horse anywhere in or outside the grounds or
event
- to hyper-sensitise any part of a horse
- to leave a horse without adequate food, drink and exercise
VETERINARY MATTERS
® Competitors are not permitted to have in their possession any
syringes, needles or any prohibited substances
® All veterinary treatment or medication of a horse whilst on the venue must be
approved by the Veterinary Delegate
using the standard Authorisation Form for Emergency Treatment.
® The use of acupuncture or physical therapy (eg physiotherapy, hydrotherapy, heat
treatment etc) to horses whilst on the
venue must be approved by means of the Authorisation Form for Emergency Treatment.
® Injections of normal nutrients such as saline fluids, electrolyte solutions and
glucose may be administered only with the
written approval of the Veterinary Delegate
® Any veterinary treatment of horses should be done by the Treating Veterinarian.
® If competitors private veterinarians treat any horses, this must be reported to
the Veterinary Delegate BEFORE
any treatment is given
OBJECTIONS/QUERIES
® If any competitor has a query about their results, the procedure is
to first submit a query form to the Secretary, who
will then pass it on to the appropriate department. The competitor will then be advised of
the result. If the competitor is not
happy with the result of the query, then an objection may be lodged.
® Objections must be lodged in writing, signed by the authorised person making the
objection and presented to the Secretary
who in turn will present the objection to the President of the Ground Jury. Any supporting
evidence and witnesses should be
lodged with the objection. A fee of the equivalent of CHF 150 is also required
® Objections must be lodged within the following time limits:-
Ø against the eligibility of a competitor or horse or to the conditions of the
arena - not less than 30 minutes
before the start of the relevant competition
Ø to steeplechase, cross country courses or obstacles - not later than 1800 hours
on the day before the relevant
competition
Ø concerning irregularities or incidents during a competition, or the
classification of a competitor -
not later than 30 minutes after the announcement of the marks.

Note:
Withdrawals prior to 14th May, 2002, will receive a FULL
REFUND of all stabling, camping and medical fees paid and a refund of entry fees less a
20% administration fee.
Withdrawals received after 14th May, 2002 will receive no
refund of entry fees but will receive a full refund of Stabling/Camping/Medical Levy fees
provided an original Medical/Veterinary Certificate is received by no later than Friday 31st
